Air Strike-Private: All of them are fine the way they are.
Sniper: Get rid of the ability to flip him back down at the end of the turn and he's fine. With a 50% chance of destroying a 5 Star or lower monster every flip up and then being able to be flipped down at the end of the turn is a bit overpowered.
The Manhattan Project: No. We only got 4000 LP so one trap card wiping 3000 out in one shot AND destroying all cards on the field is OVERPOWERED in every definition of the word.
The Sergeant Major: The second part of his effect is redundant. He only needs two tributes to be summoned anyways. Anyways, because of his high attack and being only destroyed in battle...no. Just lower the attack down some and I'll let you have 1 in a deck.

I'll mod The manhaten project to something that works the same way. I'll get the other things fixed. What is the amount of stars to summon 3 monsters?

It usually tells you to do so on the card. There isn't any set star level for it.

Manhattan Project: There is already a similar card called "Self Destruct Button." And its not allowed (though thats more of it needs a 7k difference in life points). To put it simple Blackworth that card isn't going to go through no matter what if you want it to be what you want it to be. Sorry.
Sergeant Major: There, thats more resonable. Beating 3500 isn't that difficult. Still, only 1 per deck.

I was going to use the M. project just for fun, you know, practice battles and such. lol

The thing is, though, that any approved custom card is able to be used in both casual and official dueling. So even if you were going to use it for fun someone else wouldn't
Anyways, unless otherwise specified it is always 3 per deck. The ones I limited were; Sergeant Major: 1 per deck. Sniper: 2 Per Deck
Anyways, I'll put them on the approved list later if I have time.

Blackworth, for ICBM you have two options; 1.Lower the amount of LP taken 2. Increase the number of cards discared.
As for Hearts of Iron I guess I'll limit it to One Per Deck.

Fair and Square: It doesn't live up to the name. Getting rid of all Magic and Trap cards for no cost=Uber. End of story.
True Motivation: Same as above.
Humvee: Knock it down to 2700 ATK. I just hate dealing with the extra math involved with the extra 50 ATK XD

Yes, I know I'm picky. But thats because I need to make sure cards aren't overpowered.
Now then;
True Motivation: 2 Per deck Fair and Square: Still no. Look, stopping all Magic AND Traps is just plan uber for the most part. Thats two thirds of a persons deck, plus you are destroying ones already on the field. I'm still saying no on this.
